We know at least Jezrien at one point wore a crown as a king before they became Heralds. My line of thinking on this and I don't believe this has been covered before is that all the Heralds are from Yolen. It makes sense at least in my head. The reasoning behind this is after Tanavast took up the Honor shard and arrived at Roshar and Odium began to cause trouble he formulated a plan. To fulfill this plan he asked these ten who he know of from Yolen to be strong very skilled leaders to be his Heralds. Which could very well explain the powers they are suspected of having that are granted by their Honorblades.
