I'm just totally guessing here, but between Sanderson reportedly saying he likes(?) Bavadin more than the other Shards, and what she/it is now doing (heck of a lot of Splintering?), I have a notion that her original desire was for a lot more people, like maybe (almost) everyone on Yolen, to get Shards.

I am missing your point.

How is Bavadin creating a lot of Splinters? If you count the number alone Honor and Cultivation are the more prolific Splinters generators.

And how creating splinters would make people gaining Shards?

There is surely something I am missing

That makes sense. If there is infinite power there should be infinite amount of shards. Autonomy seems like she would be the most likely to want more shards. It's kinda late for her to try to make more tho as all the power is now assigned to one of the sixteen.

I suspect that he’s referring to her making multiple avatars; I don’t think avatars are a type of splinter though. We don’t really know what they are.

Agreed. As I've said elsewhere, if they were jut Splinters, I don't understand why Brandon would have introduced new terminology.

@Yata, I think the avatar/Splinter/w/e thing, is the best she can do now to fulfill her original dream, maybe.

Reworked idea: not so much that she's trying to spread Shardic power as such, but make a lot of magic systems that a lot of people throughout the Cosmere can access. Her avatars are somewhere between herself and a Splinter, maybe, as conduits for different systems, or whatever (however the Shard-magic system relationship works). She wants as many people as possible to be able to use magic.

She's a double-agent for Adonalsium :P Hoid doesn't know it yet, but she's playing Odium off against Shards who want to limit magic in the Cosmere, or Odium turns out to favor extending his personal magic system to as many people as possible, or something along those lines.

Or RAFO...

It’s a bit of a mystery then why she’s been implied to be an ally of Odium.

Depending on what specific meanings you attach to Autonomy and Dominion, she might have approved of Odium going after the latter (and maybe even helped) or more broadly approve of what he's doing in general. She even says outright that she admires Rayse's initiative in Oathbringer. She may not necessarily be an ally of his but that doesn't mean they can't have occasionally aligning interests.

I think it’s probably fair to say that by any meaningful definition Odium is certainly violating people’s Autonomy on a colossal scale. It’s just such a weird Shard...
