Rebus had known that quite a large portion had fled during Utility’s attack, but was pretty sure he wouldn’t be able to do anything about that. 
The reflections changed further as she waited. The reflection in front of her became more toned and put together, like she spent all her time on working out and skincare, but her sleek, utilitarian clothes suggested otherwise. Actually, the outfit was almost a combat uniform - her laser from Rebus seemed to fit it perfectly, and she had an earpiece and wristpad. 

The tattoo-less reflection and the almost-normal one were in clothes she might wear, though they were a little off, suggesting slightly different mindsets. 
The last reflection, though, was far different. 
It’s what she’d look like as a Narrator, in full drunk-on-power, superiority-complex, and fictionality-identity-crisis mode. Not sure what that’d be, though.

The door started rattling on its hinges.

The windows started creaking, as well, and some loose floorboards floated into the air.

Rebus kept walking. He walked up some utility fog steps, and sat on a tree branch.

Utility was no longer invisible.
