After rereading Secret History and starting the standalone Edgedancer, I'm wondering, if Kelsier happened to be able to worldhop to Roshar, would Lift be able to see him? Kel mentioned that Spook is crazy enough to be able to partially see into the Cognitive Realm and as such is able to see him. Wyndle also mentioned that Lift must be partially in the Cognitive Realm, else she wouldn't be able to use him for climbing. So would Lift be able to interact with Kel in the Cognitive Realm, since she herself appears to be partially in it?

This is assuming that kelsier is still mostly or completely in the CR. It was heavily implied (possibly confirmed) that he was attempting to find a way to get back into a physical body. 

 

Would he still appear differently in the PR to someone like lift if he had been healed on scadrial and then traveled to roshar via a perpendicularity like hoid did? We have WoB's that talk about how difficult it is for cognitive shadows to leave the area they are invested in. Traveling to the IRE was about the limits of how far he can travel from scadrial as a cognitive shadow.

Tough call. One thing that I do not think we have seen from Lift is the ability to see spren all the time; i.e. if she could see fully into the CR she should be able to see spren everywhere all the time, no? Therefore, I do not think Lift would see Kelsier unless he was trying to make contact; otherwise he would be as invisible as any other "spren" in the CR.

Based on this short "behind the scenes" chapter of Jasnah, it seems that Spren look vastly different in the Cognitive Realm than the Physical.

Since Lift isn't seeing massive and strange forms of spren, I don't believe that she can see into the cognitive realm. I think Wyndle may be an exception since they are bonded.

Parshendi see spren in their physical realm form approach before a human could see them manifest, purely because they have a more heavily Cognitive presence than humans. 

Lift can touch Wyndel. She also has a heavy Cognitive presence, and Wyndel even comments on it.
