Ruin. He has a lot of power, and has an awesome allomantic metal.

Ruin can move across the world instantaneously and is more powerful than other shrads because he didn't waste investiture making people and stuff. He stole it from preservation.

All Shards can (to some extent) see the future, although Ruin is notoriously bad at it. Any Shard can instantaneously move around on the world they're Invested in, and he isn't more powerful than other Shards, Preservation was just weaker. Most Shards would be on the same power level as Ruin. I think when choosing between the Shards, they generally have the same powers (mostly), so the main thing you should consider is Intent, since that'll be what determines what you can and can't do, regardless of your powers. Also, he doesn't steal anything from Preservation.
