Here we are at a second clue the aviar caused that - possible the Feruchemist used Connection linking his face to the land. However Navani saw him in a younger version. If anyone know about Hemalurgy on Roshar it would be Mraize. I think he gain Connection powers, because he was trying to bond Spren, and Aviar he has earlier so powers from Aviar are different. To change colour of eyes no magic is needet, Mraize seem to have lifesense, so he can have Breaths and who knows what can be achived with proper Command.
