You can give away your Breaths or break your oaths. But there is no need to renew them. So let's suppose there is a Shard of Decadence (just as an example - I am not saying that it exists). You power your arcane art with Joylight which you create by hedonistic acts. You can store it. Yet your exact power is determined by an act of intoxication which generates an effect for a few weeks. And then you may or may not repeat it, but you may get another power. So that may be a future example of what you're talking about. Of course that could always change depending on when and if Sanderson writes it but I think that idea is interesting because like you said we don't see that kind of thing very often. It'd be cool to have a more open magic system where anyone could gain powers under certain conditions. But you still need an initiation. Not everybody is a Sand Master. Yet it is still sort of permanent. Well, yes, to an extent. And apparently everybody in their region except in Arelon is a potential practitioner of the regional arcane art.
