Welcome to Imperial Nomic! This game is a version of Nomic, a game where the players actively change the rules of the game. Players make Proposals of new laws or propose Amendments of old laws. All of the rules (including these rules here in the introduction) can be changed. All of the players are trying to win, but the requirements for winning and the methods for getting there change throughout the game. In this case, the players win when they get 1,024 Atium. There are various ways to get Atium.

What makes Imperial Nomic different from regular Nomic is that in Imperial Nomic the Lord Ruler is the one who approves or rejects all rule changes, so it goes much faster. We also have a Senate with some approving power. The Lord Ruler's power is balanced by the fact that he/she cannot personally make rule changes; only non-Lord Ruler players can do that, although the Lord Ruler can suggest some things that he/she would be likely to approve, and can note in approvals or rejections his/her reasoning. In addition, the Lord Ruler cannot win the game while he/she is Lord Ruler.

Basically, if you liked Elend’s legal plotline in Well of Ascension, this game is really going to burn your metals. I will try to keep the area below updated with all of the current laws. I hope this will be fun!

0- Basic Rules

  • 001- Act of Sanity: All players must always abide by all the rules then in effect, in the form in which they are then in effect. 
  • 002- The Liability Act: Rules come into effect at the moment that the Lord Ruler or Senate approves them.
  • 003- The Legislative Act: Any player besides the Lord Ruler may make a Proposal or Amendment, which can affect any rule, including the Basic Rules. Players gain 16 Atium for any rule change that they make that is approved by the Lord Ruler or Senate. If a rule change is rejected then the house is taxed 8 Atium for inconveniencing the Lord Ruler. All rule changes must follow 17th Shard guidelines, as detailed in the 17 Shard Code of Conduct. Rule changes have four states: Accepted, Rejected, Abstained, and Pending.
  • 004- The Win Condition Act: A player (except for the Lord Ruler) wins when they gather 1,024 Atium. If no one has won by Tuesday, October 20th, 12:00 UTC, the player with the most Atium at that time wins the game.
  • 005- The Game End Act: The game ends when any player wins or on Tuesday, October 20th, 12:00 UTC, whichever is first.
  • 006- The Proposal Cooperation Act: If a player wishes to amend a rule change that has not yet passed, they must get the consent of the person who originally proposed it. If a player gets consent to propose an amendment, and then the original rule change is accepted with that amendment, both players receive Atium, split evenly. If the reward is odd, the remainder goes to the original proposer. If only the original rule change is accepted, only the original proposer gets the Atium. To be clear, if two people have similar ideas then there isn't anything stopping them from both submitting a rule change. This law is meant to make it so that players can collaborate on a single rule change if they want to.
  • 007- The Bankruptcy Act: You can not make any Atium interactions if they would result in you losing more Atium than you have, except for making rule changes.
  • 008- The Activity Act: There are two statuses for players: Inactive and Active. Inactive players refer to anyone who has not posted something on the Thread in Two (2) Weeks. Active Players refers to anyone who has posted on the Thread within the last two (2) Weeks. When an inactive player becomes active again, they can choose to have their balance be equal to the current starting bonus. If they do this they relinquish all titles they may have had.
  • 009- The Naming Act: Every rule shall be given a name as well as a number. Names can be simple, but you should be able to infer the general purpose of the rule from the name itself. The Lord Ruler will add names for all current rules (or he can task someone with doing it) and all new rules to be proposed must include a name. 
  • 010- The Withdrawal Act: Any existing House may choose to permanently Withdraw from the game. Withdrawal is defined by the intentional and permanent renouncement of all future presence and activity by a House. Withdrawn players may rejoin the game, but they are to be treated as new players forming a completely new House with no ties or connections to the Withdrawn House. A House shall declare their intent to withdraw by publicly announcing "I/We, House [House Name], declare that we permanently and irrevocably have chosen to Withdraw from the game, with full understanding that House [Name]'s Atium reserves shall be wiped, and any attempt at rejoining will be treated as forming a new House without any prior activity in the game." The moment the Lord Ruler publicly recognizes the Declaration of Withdrawal by posting "The Withdrawal of House [House Name] has been noted.", the Withdrawn House is no longer considered to exist. A player must wait at least one page before rejoining.

1- The Lord Ruler

  • 101- The Sliver of Infinity Act: The Lord Ruler has the power to approve or reject all rule changes. The Lord Ruler cannot make rule changes on his/her own. However, the Lord Ruler can post suggestions about laws that he/she would support, and can provide reasoning in the posts listing rejections and approvals. The Lord Ruler cannot gain or lose Atium while in office. The Lord Ruler cannot win while in office.
  • 102- The Law of Succession: If the Lord Ruler has not made a post in two weeks and the Lord Ruler was not the last person to post, the High Prelan can become the Lord Ruler by posting "I am the new Lord Ruler" or something to that effect. If the High Prelan also has not posted in two weeks, then the first person to post "I am the new Lord Ruler" or something to that effect becomes the new Lord Ruler.
  • 103-  The Trust Act: The Lord Ruler can award Atium at his discretion, based on any criteria (within this thread) that comes to his/her attention. The maximum amount that can be rewarded each time is 16.
  • 104- The Chromatic Convenience Act: The Lord Ruler must Color Code His/Her AcceptancesAbstainsand Rejections as to make it easier for people keeping detailed spreadsheets and counting the Census to see who was Rejected and Accepted. 
  • 105- The Abdication Act: The Lord Ruler may step down and appoint a new Lord Ruler whenever they wish. The person being appointed must accept the position. The new Lord Ruler may not be the Favored House. The position of the Lord Ruler may only change hands once per week at a minimum. 
  • 106- The Abstaining Act: The Lord Ruler can choose to Abstain on a rule change. If a rule change is Abstained, it can be seconded and brought to the Senate as usual. The Senate only needs 2/3 majority to pass this proposal, as if the LR had not made a decision. If the LR doesn't make a decision about the proposal for 3 days or 3 pages, whichever is longer, then a rule change is Abstained automatically. If an Abstained proposal is not seconded for 3 days or 3 pages (again, the longer) after becoming Abstained, it is considered Rejected. The proposer does not lose Atium for a proposal becoming Abstained.
  • 107- The Rule of Compounding: A Lord Ruler starts with 8 Youth. Once per 4 pages, the Lord Ruler may declare that he/she is Compounding, giving him/her 1 more Youth. The LR has a maximum of 16 Youth. If the LR breaks a rule, they lose 2 Youth. If the LR does not Compound for five pages in a row, he/she loses 1 Youth. If the LR has 0 Youth, he/she dies, and the same process used to appoint a new LR per the Law of Succession is used to appoint a new Lord Ruler.
  • 108- The Rule of Too Much Importance: If you become The Lord Ruler, any propositions that you had previously made that had not yet been approved or denied would be considered void. (So you can’t propose something, then become The Lord Ruler and accept it). 
  • 109- The Rule of Generosity: Every time a new page starts, a House is randomly chosen (cannot be the house with the most atium). That house is awarded 20 atium by TLR because he's feeling nice. For the sake of accuracy on the Census, the Lord Prelan is delegated the duty of the random selection and awarding of Atium.

2- The Steel Ministry

  • 201- Establishing the High Prelan: The Lord Ruler or the Senate with a 3/4 vote can appoint any one person at a time who volunteers for the position as the High Prelan. The High Prelan has the role of posting a Census no more than once per page. This Census should include a list of all Active players and their current amount of Atium, the current roles, and any pending rule changes. The High Prelan gets 16 Atium for every Census posted. The Lord Ruler or the Senate with a 3/4 vote can change the High Prelan at any time.
  • 202- Duties of the High Prelan: The High Prelan can rewrite pending rule changes, as long as the meaning of the rule changes are not changed.
  • 203- The Rule of Census Mistakes: If a High Prelan miscounts, omits a player, omits a house, omits a title, or omits the current Lord Ruler in a census they must forfeit 25% of their Atium. This is for official censuses, which list all players and their Atium. If you accidentally get ninja'd though (like if you were typing at the same time that someone else posted something), then this won't apply.
  • 204- Revoked
  • 205- The High Prelan Negligence Act: If the High Prelan doesn't post a census at least once every 4 pages OR at least once every 3 days (whichever is larger), their title is removed and they are fined 16 Atium. The House who first notices that the High Prelan isn't fulfilling their duty and reports them will be awarded 5 Atium.
  • 206- Revoked
  • 207- Establishing the Inquisitor: The Inquisitor is chosen by the Lord Ruler or the Senate with a 3/4 vote. The Inquisitor can be removed or replaced at any time by the Lord Ruler or the Senate with a 3/4 vote
  • 208- Duties of the Inquisitor: The Inquisitor Polices the thread. If an Inquisitor catches a house making more than 5 bets per 3 pages, then the house loses the ability to use their Mistborn for (an additional) 3 cycles and the Inquisitor receives 10 Atium. The Inquisitor also watches the High Prelan's Census. If the High Prelan miscounts in any way then it is the Inquisitor's job to notice it. Doing so rewards the Inquisitor with 50% of the High Prelan's lost Atium (ie. The High Prelan had 80 Atium when they miscounted. They lose 20 total, and the Inquisitor collects 10. In cases where it turns out to be an odd number the Inquisitor takes the smallest. 25 becomes 12.)
  • 209- The Ministry Approval Act: Rule changes relating only to the Census, or the duties of the Inquisitor or the High Prelan can also be accepted if both the Inquisitor and the High Prelan approve them. Note that pay increases can't be gained in this way, as that isn't a 'duty' of the Inquisitors or High Prelan.
  • 210- Establishing the Obligator: Obligators are chosen by the Lord Ruler, the Senate with a 3/4 vote, or the Lord Prelan, at any time. Obligators can be removed or replaced at any time by the Lord Ruler or the Senate with a 3/4 vote There can be multiple Obligators at once. Obligators do not need to volunteer for the role to be chosen.
  • 211- Duties of the Obligators: Any bets between players must be seen and approved by an Obligator. If the bet is a game of chance, it is the Obligator’s duty to be sure the chances are fair, or at least proportionate to the bets. In some cases, the Obligator might facilitate the bet. Example: House A bets House B 10 Atium that a coin will land on heads. An Obligator with no ties to House A or B then flips a coin IRL. They then report the results in the thread. In a case such as this, where the Obligator actually facilitates a bet, it is recommended that the Obligator be tipped for their services, but this is not required. Obligators may choose whether they wish to facilitate any given bet. If no Obligator wishes to do so, the bet cannot proceed. (This is why you should tip them.)
  • 212- The Consolidation of Power Act: If the High Prelan also has the title of Chancellor, their titles are combined and referred to as the Lord Prelan. The Lord Prelan will have the power to Appoint Obligators. The Lord Prelan is not allowed to strip Obligators of their rank.

3- Other Roles and the Senate

  • 301- The Hathsin Act: The Lord Ruler can designate a Favored House that will run the Atium mines at the Pits of Hathsin. The Favored House will get 5 Atium at the end of each page. The Lord Ruler can grant or take away this role at any time for any reason. The house with the Atium mines must include a statement to the effect, "I am mining Atium" to earn Atium for that page. The Favored House loses its position if they do not mine Atium for 5 Pages in a row.
  • 302- The Senate Charter: The Senate is made up of all Active Noble Houses. Any rule change can be seconded by a Noble. Once seconded, it will go to the Senate. A rule change can be passed by either group. The Senate must pass it by 2/3 vote. The 2/3 vote is based on the total number of votes cast, rounded up. If a rule change is accepted or rejected by the Senate before the LR, then the rule change is law and the LR can't accept or reject it afterward.
  • 303- The Skaa Taxing Act: Skaa Houses with <0 Atium will be taxed 2 Atium per page while they stay in Debt.
  • 304- The Class Act: Classes: There are two classes. Skaa and Nobles. Skaa refers to any House with <0 Atium. Nobles refers to Any House with >=0 Atium.
  • 305-  The Senate Override Rule: If the Lord Ruler passes or rejects a rule change, the Senate can choose to override that with a 3/4 vote
  • 306- The Penrod Act: The Chancellor is chosen via the Houses' votes. The Lord Ruler does not pick this position. The holding of other positions does not stop someone from running for this position.
  • 307- The Assembly Act: There is an ongoing PM created with all active players in it for the Senate to vote in. Final rulings on laws will be posted in the thread by the Chancellor. Lord Ruler is included in the PM but may not post in it. The only thing that should be posted there by members of the Senate is votes. The Chancellor posts a post in the PM with the full rule change and the proposer listed every time a new rule change is seconded.
  • 308- The Appointment and Removal Act: The Senate is able to remove or appoint the Inquisitor, the High Prelan, and/or obligators. To do this, anyone can petition to the Senate. If their petition is seconded, the Senate votes as if it were a standard rule change
  • 309- Rule of Voting Period: A proposal in the senate must run for at least 48 hours. After 48 hours, anyone can announce in the Senate PM that the vote is over. If there are any votes that are not cast, the majority is decided excluding those votes (so if there are a total of 9 votes and 4 people vote Yea and 2 vote Nay, the proposal passes even though a 2/3 majority of all votes was reached).
  • 310- The Minimum Senate Act: There must be at least three voting members in the senate for a law to be passed (as to avoid two people seconding and passing each other's laws forever)
  • 311- Right of Refusal: If a house is appointed to a title, they must accept or refuse the role before it goes into effect.
  • 312- Right of Resignation: Any House may rescind their title, no penalty incurred.
  • 313- Mistborn Threatening Act: A House can use a Mistborn to gain an extra vote in a Senate election. If you do this, please post that you are doing so in the thread for the purposes of the Mistborn cooldown.

4- Judgment

  • 401- The Judicial Act: If rules come into conflict with each other or a player violates a rule, a player may Call For Judgment. If this happens, the Lord Ruler will determine the proper interpretation of the rules, and may award or take away Atium. The Lord Ruler can fine a house up to 10 Atium for failing to follow rules. In the case that another rule would fine a different amount of Atium, the greater penalty of the two will be applied. To officially Call for Judgment, a player must Bold and color orange to make it easier for TLR to identify them. (ie. "I think this is in violation of rule 201, so I Call for Judgment"
  • 402- The Greater Expectations Act: Any Houses holding offices (Obligator, Inquisitor, Favored House, etc. The Idea of "senate" is not counted here) Will be fined double the normal noble fine when they break laws. If anyone in your house has a role, then you are fined double for any infraction, as if you too had a role.
  • 403- The Mistaken Judgment Rule: If you call for judgment and the LR finds that the person you are accusing is innocent, you will be fined the standard fine amount.
  • 404- Rule Not Found
  • 405- The Compensation Act: If you call for judgment and the person accused is found guilty, you receive a portion of their fine, this portion is variable and up to the LR’s discretion. 
  • 406- New Terminology Rule: The following new terms are to be used:   If a house is “Brought to Trial” it means another house has “Called for Judgement” against them. The house that was Brought to Trial is the “Defendant” and the house that Called for Judgement is the “Prosecutor”. If the Call for Judgement was dropped by the Prosecutor before the Lord Ruler notices, the Call for Judgement was settled “Out of Court”. 
  • 407- Double Trial Rule: If a house is found breaking a rule, and they are Brought to Trial, they may not be Brought to Trial for that specific instance of rule infraction again, even if the Prosecutor dropped the charges and no official fine was made.
  • 408- Rule of Standard Fines: The standard fine for breaking a rule is 8 Atium, unless that rule has a specific Atium penalty.
  • 409- Rule of Peanut Butter: If a proposal was proposed that was lacking something legally necessary for a proposal to have (such as a name) but was still approved by the Lord Ruler or Senate, at that point it is too late to bring the proposer of the law to trial and the rule change is still in effect.
  • 410- The Rule of Understanding: All Calls for Judgment must also quote the rule in question.

5- House Interactions

  • 501- The Gambling and Services Act: Transactions of Atium between any two Houses are allowed. The bets can be about anything, but pay off in Atium. Bets should be public, and Houses can't bet more Atium than they have.  A service provided can also paid for in Atium. Additionally, this rule does not discriminate against the Lord Ruler.
  • 502- The House Rule: Players are Houses, and they may name their House.
  • 503- The Mistborn Act: Houses have Mistborn at their disposal and may use them in the following way: A Mistborn is paid 16 Atium to automatically end a rule change. This must take place between the rule change and the acceptance or rejection by the Lord Ruler. The proposer may not propose a rule that has the same or a similar effect (determined by TLR) until a different rule proposed by that House is passed.
  • 504- The Allomantic Agreement: A House can only use their House Mistborn once per 3 pages. A House can use a Mistborn (at the same cost) to counter the effects of another Mistborn, but only up to an hour after the original Mistborn was sent.
  • 505- The Invitation Act: A player can invite another Sharder to join this thread. If the new Sharder joins, both the inviter and the invitee get 20 Atium. The new Sharder must state which player invited them.
  • 506- The Loan Shark Act: Houses may borrow Atium from other Houses assuming:
         (a) that Atium does not satisfy the win condition (b) they follow whatever rules that house sets for the borrowing (ie. Taxing, Interest, etc.)
  • 507- The Act of Union: Players can join another house, adding their Atium totals and making it so if one wins, the other wins. If they want to split back into separate houses later, Atium is distributed evenly based on the amount of Players in each part (so if a 4 Player Union was split into 2 & 2, each half would get half, but if it was split into 1 & 3, the group with 3 players gets 3/4 of the atium and the lone player gets 1/4). Alternatively, the House can decide internally how to split the Atium, and as long as all players say they are satisfied, the split is legal.Both players must agree to the House merger, and limits on Mistborn still apply to Houses, not individuals. Each House only gets one vote in the Senate and a player may not second a proposal that was proposed by a member of their house. Not all houses may be allied at once, as that would allow all players to achieve victory at once. 
  • 508- The Assassination Act: Multiple Houses working together can hire Mistborn to assassinate another House. It takes three Mistborn to take down a House. After a House is brought down, all their Atium is divided among the nobles that hired the Mistborn. A victim can hire Mistborn to cancel out other Mistborn. Other Houses can intervene, sending their Mistborn to aid the victim, but only up to an hour after the attacking Mistborn was sent. A noble that is assassinated can continue to play, just loses all their Atium.
  • 509- The Cladent Act: Any Favorable house who owns over 50 Atium is allowed to form a "club". Other houses are then allowed to petition that house in order to join the club. Members of a club get to say that they are members of a Club.
  • 510- The Starting Bonus Act: The starting amount of Atium for new players shall be the median of all other active players' balances. Choosing to accept this starting bonus means that the new player cannot join another House unless at the time of joining they have posted at least once in each of the two previous pages. A house may only receive the median starting bonus once. In addition, a house may only receive the invitation bonus once. 
  • 511- The Rule of Throwing the Game: Houses may not Loan or give more than 50% of their Atium to the same house per page. (not applied to bets) (This is to prevent Houses for some reason trying to give all their money away to one house.)
  • 512- The Rule of Hiring: Once a Mistborn is sent for an action, it may not be taken back.

6- Posts and Messages

  • 602- The Secret Message Act: All players are allowed to create up to 1 PM per page. They are only allowed to use this PM for the duration of the page. Each PM may have up to two players besides the maker of the PM and The Lord Ruler or his proxy and must include either The Lord Ruler or a proxy The Lord Ruler designates.
  • 603- The Anti-Double Posting Act: People may not double post. If you do double post it will result in a fee of 3 Atium. This does not apply to the High Prelan's census count if the census was the first post of a page.
  • 604- The Rule of Edits: If a player edits a post, then they must include in the "reason for Edit" why they did so.
  • 605- The Rule of Disappearing Posts: Posts may not be deleted unless ruled otherwise by TLR.

7- The Black Market

  • 701- Establishing the Black Market: The black market is a shop where houses can buy things that would normally be "Against the Rules." With each purchase at the black market, people are taking a Risk. all RNG is done by TLR.
  • 702- Seer Abilities: Abilities may only be used once per instance. (ie. Per vote in the Senate, Per Mistborn attack) 
     - Burn 1 Atium and be able to add an extra vote to yours in the Senate. Unfortunately, this is frowned upon in the Senate, so every time there is a Senate vote, you have a 15% chance of losing your seat. 
     - Burn 1 Atium and be able Counter a Mistborn trying to attack you or stop your proposal. Unfortunately, the other Mistborn might also have Atium on them. There is a 50% chance of your counter not going through.
  • 703- Ruin's Influence: You can have one spike with zero effect on you. For every additional spike, there is a 15% chance added that any proposal you submit will be rejected, as TLR does not want anyone creating laws who could be influenced by Ruin.

No strings attached. A house can pay 32 Atium to hire an Extra Mistborn. This Mistborn does not abide by the rules of House Mistborns, so It can be hired whenever.  There is only one of them, so they can only be hired by one person at a time. Unfortunately, this Mistborn isn't a completely trustworthy individual. With each time you hire him, there comes a 15% chance that he will betray you, and just run off with your money.

I propose that all accepted proposals give you 10 atium instead of 5, because getting 200 approvals would take a long time.

Rejected. It would need a bit more clarity to pass- are the bets in Atium or some other resource, and what are the bets about?

can i be obligator?

Proposal 1: players are Houses, and they may name their House

proposal 2: that players (houses) have mistborn at their disposal and can use them in the following way:  

A Mistborn is paid 16 (for flavour reasons) atium to automatically end a proposal. this must take place between the proposal and the acceptance or rejection by the Lord Ruler.  the proposer may not propose a rule that has the same or a similar effect (determined by TLR) until a different rule proposed by that House is passed.

proposal 3: the required amount of atium to win is changed to 1024 (for flavour reasons)

I declare I am of House Ethorris.

I propose the Mistborn should have a cap on how many times it can be used.

I propose that each player only needs to include an animal photo on their first post of the page.

Your first proposal is Rejected. Laws have to be... you know, specific. If you want a cap, then propose that cap, not just that there should be a cap.

Your second proposal is Approved. Especially since no one was really following it :)

@Doomstick, it would probably be a good idea to include people's Houses when you produce the Census.

I would like to amend the MB cap rule to once per 3 pages

My second amendment will allow a house to use a mistborn (same cost) to counter another mistborn

a rule to say what happens in the census: each active player posts their house name and atium total.

House Wafre has 40 (or 70) atium

Approved, that seems like it will prevent overuse of the Mistborn.

Approved. If the proposal/amendment has not yet been approved, and another house blocks it with a Mistborn, that block can be unblocked with another Mistborn.

To be clear, is that a proposal for a rule that would change how the Census is taken, or is it just a request to all the other players that they post their House name and Atium total so that you can put it in the Census? If it is the second, my Atium score remains at 0, and as the Lord Ruler I have no house.

I count your current Atium as 50, including the Amendments that I approved here. Am I missing something?
