Even in Elendel they already have flash photography so films will start soon. Considering that the southerners have portable radio I think they will develop TV in a few years if they don't already have it. You get more carrying capacity and a much easier to build vehicles just using metalic arts to decrease weight. There is no technical reason you could not add a turbine engine to a craft lifted by weight reduction.
