Well we dont know the exact circumstances of how one becomes a shade. Full withering is just what the common people think. In the AU, Khriss says that they have a ailment that “upon death” sometimes turns them into Shades. There’s massive amounts of free floating investiture on Threnody and that power should be permeating everything nearby, including the people. Or its possibly just chunks of power(similar to how a perpendicularity looks but not strong enough to actually be one) maybe when someone gets withered they have a chance of being near one of those wells of power and doing what Kelsier did.
