Oathbringer, black figure of swirling smoke

on page 1099 in my hardcover version:

“The air around Venli - once crowded by the spirits of the dead - was now empty save for the single black figure of swirling smoke. She’d missed that one at first, as it was the size of a normal person. It stood near Odium, and she did not know what it represented.”

...(conversation between Venli & Odium)...

“She swallowed, then started hiking toward the city. The dark spirit followed, the one of swirling mists, the last who had yet to inhabit a body.”

Dalinar mentions the spirit on page 1121 as well, as he speaks to Odium through Venli. 
 

So, does anyone know what - or who - this spirit is?

^^Yes.^^  It is also called blightwind and latter bonds with Amaram

Yelignar, the same Unmade that bonded with Queen Aesudan and later bonded with Highlord Amaram. Grants the power of all ten Surges, apparently.

Is it confirmed that it's all 10 surges? I had assumed that whatever surge the fused lack is also lacked by Yelignar.

I mean, we don't actually know for sure- but we saw Amaram use Gravitation, Abrasion, Division and Cohesion, so it definitely grants those four. 

But nor do we know that the Fused are missing a surge; we know there are nine orders of Fused, but it's possible that each Order gets two surges, just like the Radiants. If so, they'd probably just be missing a Bondsmith equivalent, not a surge.
