Does stormlight convert to Allomancy?

Welcome to the Shard!

All of the magics can be hacked to work together but with varying degrees of difficulty. Getting Stormlight to substitute for Breath is relatively easy, getting any other system to substitute for the metals in allomancy is hard because of how that magic system works.

How difficult is it to transfer Investiture from one magic system to another. It is possible. It is more difficult with different magic systems. Breaths are easy. Stormlight is fairly easy. Others from there on get pretty hard.

You can theoretically convert different types of investiture into each other.  This means that yes there is a way to convert stormlight into breath(at least in theory).  You could also theoretically turn it into preservation's investiture and fuel alomancy with it.  However In Jasnah's words(that are a little rude but she is Jasnah)"ask a useful question."  Just sucking in stormlight will not increase your hightening.  No type of Mistling(as far as we know) could use it either.

Allomancy is fuelled directly by Preservation with the metals as the keys deciding the "shape" of the Investiture, i.e., what the Investiture is supposed to do.

Metal from any planet can be used to fuel Allomancy. But directly utilizing the Investiture of another Shard, bypassing the entire system of needing a Physical metal to guide the Investiture, is going to exceptionally difficult. The Allomancer would need to actively shape the Investiture somehow or hack his own Spiritweb to convert Investiture.

Thanks! But that still doesn’t answer one question: could there be mistings on other planets?

Not Mistings as we know them.

At this point, another Shard's godmetal would be easier to find than using another Shard's Investiture to access the powers of common metals and alloys

Mistings can only exist on Scadrail or people with scadrian ancestry because of the extra bit of Preservation's investiture that is in them.

That would not give you alomancy though.  That is Preservation's magic system.  You would need Lerasium.

Allomancers and feruchemists will not naturally arise on other worlds because the people on those world don't have the right Spiritual DNA to access Preservation and Ruin's Investiture. Someone of Scadrian descent born on another world could theoretically have allomantic or feruchemical powers but you're not going to see any native-born Rosharans or Nalthians with those powers.

Hemalurgy is different from the other two in that it is universal but it requires that the person creating a spike have the necessary Intent to do so. That means they have to know what hemalurgy is and specifically intend to make a spike. Nobody is going to be making hemalurgic spikes by accident, on any world.

Yup! Exactly my point. Other Shards' godmetals would just give a new power. 

And that's the only example of interaction between Allomancy and another Shard's Investiture we've seen so far.
