2 Weltall
In order for the Fused to return, Taln had to break first; that's the condition set up by the Oathpact which he was carrying the burden of for the past four and a half millennia. What Venli was doing was messing around with voidspren but that's not the same thing as the Fused. Still not good for Team Honor, but not nearly as bad as having to deal with constantly reincarnating Cognitive Shadows with thousands of years worth of accumulated experience and hatred of humanity. Given how timey-wimey things get when the Spiritual Realm is brought into the picture and how we know there are signs that the Radiants of the past knew to look for to tell when a Desolation was coming, the spren (both of Honor/Cultivation and of Odium) were probably well aware that Taln was going to break for some time before the event actually happened. We also know that Ubergenius!Taravangian was able to predict it. With that advance warning, we got Radiantspren like Pattern who started looking for people to bond with and voidspren like Ulim working behind the scenes to advance Odium's agenda, but Taln breaking was the catalyst that allowed the Fused specifically to return. The exact mechanics of the Everstorm and how matters were different in previous Desolations are things we don't currently know.
