I would say that as a culture the answer is probably Hallandrans, because of their flamboyance and the verbal nature of their magic, and Aonicpeople would also probably have a good pun culture due to the easy basis of Aon meanings for puns. However, you said cast, so I am forced to answer Mistborn E2, because Wayne alone could outpun a drunk Horneater with a rhyming dictionary.

Hard to say on a whole cast, as mot have at least one shamelessly Punny person.  Top candidates are Wayne, Lightsong, Syl, & Shallan.
