This. 

It's the exact same reason that a medallion does work until you realize what it is. 

It doesn't help that some of the metals for the new powers are alloys that they literally did not have the men's to create in Era 1.

Elend must have learned that there are more metals than suspected when during the Catacendre people who were affected by the mists did not react to any of the known metals. But that was later. It seems likely that Spook started looking for new metals. How many he found we cannot tell.

It's more than likely, Harmony straight up told him there were more metals in the book he reads at the end of Hero of Ages. Odds are, he found all of the new ones (or they were found under his direction), because of how accepted they seem to be during the events of Era 2 itself. They would have had time to sink in.

The problem there is Nicrosil. You need silicon for that. That means that you must have electricity.

Depends on whether Harmony decides to help out or not. And whether they were able to make nicrosil with impure silicon (I have no idea if that's possible).

Because we know that the metal percentages have to be exact in order to work allomantically. And we don't know the allomantically viable percentages for all the metals. Or even if those percentages have changed from Era 1 to Era 2.

Wasn't it that there's a margin of error in which burning is less effective and makes you sick.
Also silicon like aluminium can be extracted with non-modern methods and was first extracted in pure form in 1823. So Nicrosil could have being made at least in small quantities quite some way back. Though it is surprising given the cost that they discovered the right alloy.

Correct. If it's close to the correct alloy, you get some power, but not much and it's implied to not be good in the long-term. Too far off and you do get sick, if you try to burn a non-allomantic metal, you could die.
