Is that based on Connection to Preservation? Like if you were more Connected, you could get more power? As a side note, does that mean The Lord Ruler was the most efficient Allomancer, since he built himself to have the power with a chunk of Preservation's own power? EDIT: forgot to check Arcanum. People who are stronger allomancers, with lerasium-made mistborns at the top, can burn metals more efficiently, burning them more quickly and drawing out more investiture per mass of metal.
