Because even though it is a good candidate for him, there is also a chance that it could be Kelsier. We don't know exactly how his "anchor" works. He might not look the same in the physical realm. Relatedly, in his appearance he mentions that he 'owns the place' in describing the mansion grounds he's apparently trespassing on. According to Brandon this wasn't part of his drunken hobo disguise, he really does believe he owns the place and he's 'kinda right'.
