The thing is in one of the letters in OB (Presumably written by Bavadin A.K.A. Autonomy) TO HOID says this...

Hoid is certainly not powerful enough to fight a shard. There’s a difference between working against somebody (e.g. undermining their plans, etc.) and actually going mono a mono.

The thing is that Hoid has been running around collecting investiture. He has enough Breath to be at least the 2nd Heightening, he is a Lerasium Mistborn, he has some form of Yolen Lightweaving, he has some regenerative power, and he just recently obtained a Cryptic. By no means is he just a regular human, but compared to the power a shard has Hoid is small. Another thing on him fighting anyone is that Hoid seemingly can't be injured or even touched by even things like Shardblades as shown by his encounter with Jasnah. He also seemingly can't hurt anyone else, saying that

Just emphasizing the fact that you could, in theory, surgebind on a different planet. Also in response to Alvron saying a bond might not work off world.
