It is the eye of the almighty. Here is a labeled version of it.

Actually, the first image is a chart for another Rosharan magic system, commonly tought being Voidbinding but it hasn't been confirmed IIRC, while the one in the second post is the Surgebinding chart.

The image in the OP is speculated to be either Voidbinding chart, Fabrial Science chart, Soulcasting chart or something else completely. Note that the smaller symbols on it are Surge symbols from Surgebinding chart with half of them flipped upside-down, and that the colours of bigger symbols match the colours of Radiant orders. Other than that, we seem to have no idea so far. Search the forum for "Voidbinding chart", you'll find quite some topics dedicated to figuring it out.

Voidbinding would make a lot of sense, especially given the skew-symmetry of the smaller circles, but I note that the Surgebinding chart has the Honor's Heralds around the edge, while the other one has...a woman?  Kind of makes me think Cultivation.

But the color scheme and lightning bolts and everything screams evil, so yeah, I'm going with Voidbinding.

As an aside, does anyone know what the background images are in both charts?  The Surgebinding one looks like it might almost be a face.  Maybe Honor?  The other one looks like...maybe a gemstone in a storm?  A moon?  Was one of Roshar's moons red?  I remember one was purple, but I forget the colors of the other two.

The Surgebinder's background are two Larkins (an Rosharan animal who seems capable of draining Stormlight). You see a couple of them in the books, one in the Lift's interlude and another in the Rysn's Interlude

The other background looks like it's the Everstorm and a Highstorm, about to collide.

For me, the background of "Voidbinding" chart looks a lot like Shadesmar map, especially the colours of it. Kinda why I'm personally in favour of it referring to Soulcasting - it involves glancing into CogRealm, so it would be fitting for the background to look identical. 

Also, tell me, because I think my eyes may be deceiving me - looking between the two charts, I start to get the feeling that at least some of the big symbols on VB one are parts of Radiant symbols stylized differently - for example, the purple one corresponding to Willshapers looks to me a bit like Willshaper glyph without the central "cross"/"bird's paw" thingy, and the red one corresponding to Lightweavers looks like Lighteaver glyph without those two symmetrical lines forming the heart-like shape. Is there anything to this idea? Could the VB glyphs be modified/differently-stylized Radiant glyphs?

It does look very much like the Radiant one, and since the Radiant surges are symmetrical whereas these are not, I would imagine that it's a distorted version of the Radiant surges. This makes me think Cultivation, especially since there is a woman.

Actually, they are. There is symmetry around the origin.

That is strictly because I needed something to call them when I was uploading those images, as such it is distinctly non-canon.

I definitely think this is a Soulcasting chart. Or maybe something to do with fabrials?

The design is similar to the Shadesmar map. Exact same border, similar colors and tone. So the in-world creator (if there is one?) knows a thing or two about Shadesmar. And in any case, we know that soulcasting and the cognitive realm are very closely tied together. The circles all seem reminiscent of the beads in Shadesmar as well. Just seems like there's an intentional connection to Shadesmar.

You've got an enormous cut gemstone in the middle. The woman in the border seems to be a lighteyed Vorin woman. The imagery has lots of lightning and smoke- symbols of power and mystery. To me these all suggest soulcasting and/or fabrial science more than they suggest voidbinding.

The different symbols in place of the orders are odd, and symbols for the surges have been twisted about... But they are all still symmetrical (the latter being rotationally symmetrical) which suggests human origin to me rather than voidbringer origin. And you wouldn't expect them to be identical anyways.

I'm having a hard time guessing what the connections might mean.

 I'm not sure if those were published in a book or released online or what... I feel like they're official, but I can't even remember if that's necessarily true. :-) I don't know of anything else.

IIRC, all of the images were in Tor hardback editions of WoK and WoR, and to my knowledge there are nother other related images

@Argel, there were four glossy-paper images at the end of WoK: Shadesmar map, "Voidbinding" chart, Surgebinding chart and Silver Kingdoms Era map of Roshar, though the only relation between this and the others is that it's done in the same style as Surgebinding chart (personally, I see it as supportive evidence for each Herald to be "assigned" to his own kingdom, but YMMV). No idea whether this one was omitted from ebook version.

Only one in the ebook is the regular map of the Roshar. Thanks for the link!! Agree about one for each region.
