Reckoners tabletop: Which system would you use?

I'm curious which system people would use if they decided to set a tabletop RPG campaign in the world of The Reckoners. Would you keep it rules-light and go with something like BASH!, Icons, or Supers? Would you use something more complicated like Mutants & Masterminds or Champions? Or would you go with a system that is more open and doesn't specifically cater towards superheroes/villains, like Savage Worlds or FATE?

I think that a game like Bang! would work pretty well as ground work. It would be a fight between Epics primarily with the Reckoners only showing up to add flavor and chaos to the game. I would think that each player would choose some powers based on predetermined cards or whatever everybody can agree is fair. These power cards could be like the character abilities from the actual game. Other than that, people just duke it out and use their powers for cool effects and to spice up the game.
