How do Steel Inquistors track specific Allomancers

They use the same ability as a Seeker which will let you detect different investiture effects but not the individual user.  Steel/Iron sight probably also helps with literally tracking an individual person since they can spot them in the open and then watch the lines of whatever metal they happen to carry through walls.

Also note that Bronze pulses do have an apparant source, so a skilled Seeker will be able to determine direction (or if two people are in sight, determine which pulse comes from which person). Demonstrated in Ch 20 of TFE:

Vin did so. Immediately, she felt two rhythmic thumpings in the air. The soundless pulses washed over her, like the beating of drums or the washings of ocean waves. They were mixed and muddled.

“What do you sense?” Marsh asked.

“I…think there are two different metals being burned. One’s coming from Kelsier down below; the other is coming from you.”

“Good,” Marsh said appreciatively. “You’ve practiced.”

“Not much,” Vin admitted.

He cocked an eyebrow. “Not much? You can already determine pulse origins. That takes practice.”

Vin shrugged. “It seems natural to me.”

Marsh was still for a moment. “Very well,” he eventually said. “Are the two pulses different?”

Vin concentrated, frowning.

“Close your eyes,” Marsh said. “Remove other distractions. Focus only on the Allomantic pulses.”

It's not Allomancers they're tracking, it's the pulses they made when burning metals. Two coinshooters burning steel would give up the same pulse - but they can sense they're coming from different directions. In case of Mistborn or different kind of Mistings, Inquisitors can sense which metal their target is burning, because each metal gives up a different pulse (which is said in the very next line in the chapter 20 after the quote provided by @Treamayne)

It's like any other investigation. Sometimes it's luck (they sense the Allomancy), sometimes it's targeted seeking, but usually it's following leads, and torturing people for information (such as what they did to Vin's brother Reen). Keep in mind that it's not just the Inquisitors, as Marsh's intel explains, they not only have seekers at all of the noble balls, they keep seekers in the Soothing Stations used to depress the Skaa. If a station seeker feels pulses, they get as much information as possible and send it all to the Inquisitors so they can do their thing.

Ah got it. The way the it sounded in the text made it seems like a wolf hunting it’s prey with their scent rather then a detective.

That might apply when they are Seeking a Bronze Pulse (such as when Vin was hiding on the spires of Kredik Shaw).
