The Shards? How do they know about Shards if they have no idea about the wider Cosmere? Did the local Shard once have a priesthood telling stories about the wider Cosmere which they have demoted to myths?

Well Hoid knows about Shards. From Painter's perspective if he was saying this in his own voice he would have probably said "Painter had always thought Tojin looked incomplete, as if the Gods had taken an unfinished person and rounded up." Hoid knows (as well as his audience) that Gods=Shards so that is the word he used in the story.
