like you aren’t specifying a certain order, but it’s still singular

it would act like a trailer, because the plate pulls back on the magnet with the same force that the magnet pulls forward on the plate with, that backwards force is applied to the front car, and therefore it must push forward with enough force to overcome the backwards force and to push itself.

Would this actually work? I feel like it should, but it's also kinda late...

For every action there is an equal and opposite reaction, therefore if Fmp (Force from magnet on plate) there must be a force Fpm of equal magnitude and opposite direction. Because these forces are acting on the same object, if you add their vectors, they cancel out, leaving you with zero net force, and therefore zero acceleration.
This assumes that the object is a point in space located at the center of mass, however. The magnet force could bend the arm, which would move the truck forward al tittle bit, but since the truck's mass appears to be significantly greater than that of the. magnet, the magnet will move a greater distance so that the center of mass will remain in the same place.
alternitively: an object at rest will stay at rest unless acted upon by an external force. the magnet does not provide an external force. (this is also talking about the center of mass)
TL;DR parts of the truck might move, but the center of mass will remain at rest.
