I came up with a few possibilities, but some might be easy to get rid of. Note the markings are symmetrical. Are parshendi markings? I dont have my books with me right now as I am traveling so I dont have a resource to check. If they aren't, this may rule out iyatil as well since her mask is made of parshendi carapace. One possibility I thought of that has not been mentioned here is that this is Sigzil. Sigzil is azish, and has dark skin. He recieved freedom tatoos on his forehead in WoR, which could have become the marking shown there, distorted by the witness to appear as they do. It would also make sense for Sigzil to be on Scadrial if he continues his apprenticeship to Hoid, as we already saw hoid there earlier.
