Why can Hoid change Shallan's illusions?

I believe he was manipulating Shallan's illusions, because they weren't locked to her identity, since she was having an identity crisis. Her illusions were unlocked like the south Scadrial medalions. Anyone knowing how, could manipulate them IMO. Hoid obviously knew how to do it.

Same ability, different planet's magic.   I would guess that lightweavers could probably detect and interfere with each others illusions. Maybe we'll see Shallan and her squires having this happen to one another.

I assume Hoid needed her to supply the light since he couldn't access stormlight (though now that he has a spren, maybe he can).
