Sort of like becoming a spren, after a fashion? I could see that hapenning, with Investiture forming a new body for Kelsier (there's now a scene stuck in my head with the mists coalescing in the dead of the night to form Kelsier, complete with that smile of his...). As for how re-connecting may happen, perhaps his incessant meddling with Physical world could somehow naturally form some beginning of the Connection, which could then be strengthened by... I don't know. I'm not sure if we know enough about Connection in the Cosmere to be able to come up with something.

Maybe he is a spren now, bonding with Spook. Kel is now the Survivalspren on Scadrial! And Spook got Feruchemy out of the nahel-like bond. Seriously, Kel may have been walking in front of Spook, spoke the word and then step aside to let Spook to be the Sovereign.

 

And I strongly suspect that the spike of the Statue is another BoM. It's strange to me that Wax tested with the belt(?), but not the spike.

What if Spook lives? There's no reason to believe that it was Kelsier other than the whole 'Survive' bit. Perhaps Kelsier's body was Spook's?

Spook was in charge of Elendel at the time, in other words, too busy rebuilding Northern society to run down South... Rebuilding a society from the ground up is no picnic. It would be completely irresponsible for Spook to have the time to hop on a boat or even into the Cognitive Realm, and go South for how ever-many-years Kelsier was there rebuilding their society. And from his legendary status, it seems Spook is well-respected in Northern society. So, going down South and fixing their society sounds completely out-of-character, and anyway, he doesn't have the time...

Also, let's infer some stuff. Considering that rebuilding a society (Elendel) is hard as heck, they probably needed everyone that they could to do so. That means it's altogether logical that Spook, Marsh, Breeze, Ham, etc. were too busy rebuilding to go down South. They, as the de facto leaders of Northern society (and presumably Sazed), had a lot on their plate already. So, while it's possible to presume Marsh and Kelsier could've somehow did some weird tag-team stuff, I don't believe it's likely. One, Marsh's spikes already have a certain Intent; grafting a new Intent (like Connecting something from the Cognitive Realm to the Physical Realm) probably needs a new spike. Someone died here, I think, except if there's another way to shove a lot of pre-programmed? (sDNA/spiritweb) Investiture into a spike...

So, I think it is Kelsier, 100%; though he probably did some weird hijacking to basically become a Scadrial equivalent of a Returned.

My thought is this: we know that Sovereign has an eye-spike, but we don't know if he has any other spikes. While we can presume that he used the eye-spike to form a Connection, I'm of the opinion this wasn't the case. An eye-spike is useful, you can see even trace metals and Kelsier is a specialist when it comes to Pushing and Pulling. I presume that whatever spike (or set of spikes) he's using to Connect to the Physical Realm steal Connection, allowing something to get in that shouldn't be able to regularly... So, assuming that Spook drained someone else's Connection (maybe someone did a heinous crime and Spook believed it was justified?) with a duralumin? spike, then all they would need is a recently deceased body (maybe?) or something that just needs a new Connection to the Cognitve + Spiritual Realm to work again.
