I think that this is an awesome theory. The most plausible theory for why limbs cut with shardblades are useless is that their connection in the spiritual realm have been severed. It may be possible to mend it using Breath but I think it would be extremely difficult. Also, it would be very annoying to have to give, say, your leg a command every time you wanted to take a step.

Oh my goodness, i love that idea! 'Step after my other leg takes a step. . .' Or. . . You're right, that would be hard. Though, knowing Sanderson, he'd find a way to pull it off and the character would be all the more awesome for it. :)

Another option would be to use, say, a complex sleeve like an Awakened prosthetic using the command "Upon call, become my fingers and grip that which I must". A Lifeless arm would probably cost much less Breath to Awaken- but you can replace an Awakened sleeve; you can't really replace a Lifeless arm.
