He said that he won't become a sword for him. Was the Stormfather just as annoyed back in the days of the KR? If so, the Bondsmiths never had Shards of their own. Even if the Stormfather was willing to help, how would he be the Shards for all three Bondsmiths? The Stormfather was different before the Recreance. Killing hundreds of his children probably made him a bit bitter. The Bondsmiths probably couldn't all have the Stormfather as a sword, but I imagine one of them could have him at a time. Plate should also have proven no problem, as it doesn't seem to actually require the spren permanently past whatever is required in its making. "Here Dalinar, you've proven yourself to me that you are not a complete douch-bag and I've grown to like and respect you. Here, have an arm." Alternatively, due to his power and position of influence (in the Sprenmere), he may have noted that getting all sword-like (too committed) is a very good way to end up dead - it stands to reason that individual Rosharians reneged on their oaths prior to the Recreance - and he held back for that reason. Wild Speculation for the end of the first Stormlight arc: SF commits to Dalinar, who becomes the champion of anti-Odium (aO) camp who dies in single combat with Odium*, thus depriving team aO of two powerful individuals. * may also die in the fight because a walk-in (Szeth? Considering the Knights Radiant broke their oaths, it makes sense that his connection with Honor would make him very reluctant to bond again.
